Driver Detained After Fatal Vehicle-pedestrian Crash In Phoenix

Authorities apprehended a driver in connection with a tragic vehicle-pedestrian collision in Phoenix early Monday.

After the crash, the Phoenix Police Department arrested Deanna Shugart, 45, for DUI and narcotics offenses.

The incident occurred on Pierson Street, south of Camelback Road, at around 2:15 a.m.

They discovered the victim, Bilgee Elamin, 24, lying in the road.

Shugart, who was driving the minivan that collided with Elamin, remained on the scene and demonstrated symptoms of impairment during his evaluation, according to authorities.

Elamin died from her injuries the next day.

“Preliminary information suggests the minivan was heading northbound on 27th Avenue when it collided with Elamin, who was crossing 27th Avenue outside of any crosswalk,” Sgt. Phil Krynsky said in a media advisory.

The investigation is underway.
