Officers saw 36-year-old Kyle Jensen Strong walking his bike southbound on NE Third Street with a dog on a leash. Strong denied beating his dog, but witnesses approached our police and provided several recordings and witness accounts. The videos showed Strong repeatedly punching, pulling, and dragging Freya, a brown Labrador.

Strong was taken to Deschutes County Jail on accusations of second-degree animal abuse.

Officers took Freya to an emergency veterinarian to treat injuries to the pads of both of her front paws. An officer secured an order to keep Freya under control, and the dog will remain in the veterinarian’s office until she is transferred to the Deschutes County Humane Society.
