A Nigerian national convicted of second-degree rape was apprehended on August 29, according to ICE Baltimore.
The man, identified as Theophilis Anwana, has a final order of removal and will be held in ICE custody.
“It must be Maryland’s soft on crime laws and policies that make Maryland a beacon for criminal illegal immigrants, and for some reason, especially sex offenders,” Delegate Kathy Szeliga said.
Szeliga also stated that Baltimore ICE’s Enforcement and Removal Operations division apprehended sex offenders four days in a row over the past month, referring to them as the “one criminal who re-offends more than any other… that’s why we have a sex offender registry.”
According to ICE, Anwana has been subject to a final order of removal since September 2021. In 2019, he pleaded guilty to second-degree rape in Harford County Circuit Court and received a 20-year prison sentence, with all but seven years suspended.
