El Paso police arrested Shannon Marie Hayes Inks and Wayne John Douglas Hayes and charged them with two charges of cruelty to non-livestock animals apiece.
On September 5, 2025, police detained the two in a neighborhood section of northeast El Paso. Today, police announced the arrests.
The EPPD Animal Cruelty Investigations Unit was examining the pair’s home after the community expressed worry about the animals’ living conditions. Officials took 25 pets from the house. They were all sent to the El Paso Animal Shelter for veterinarian care. Officials said one dog did not survive.
“During an investigation, officials discovered unclean conditions and insufficient housing for many pets. According to authorities, conditions worsened after the inspection, and the facility failed to meet minimum housing requirements of care.Due to the severity of the situation, a court order was obtained to allow Animal Services to fully assess the premises.”
Officers booked the Hayes into jail with $20,000 bail each.
