3 of Texas’ Most Wanted Arrested in Milano, Houston And Wichita Falls

Three of Texas’ ten most wanted are back in custody following recent arrests. Authorities apprehended Ryan Lewis in Milam County, Tommie Kelly in Harris County, and Tyler Palmer in Wichita County on October 15, 22, and 23, respectively. No Crime Stoppers reward will be offered in any of these arrests.

Ryan Cade Lewis, 26, a Texas 10 Most Wanted Fugitive, was apprehended at a parking lot in Milano. Bryan-based Texas Department of Public Safety (DPS) Criminal Investigations Division (CID) Special Agents worked with the Milam County Sheriff’s Office to find and arrest him.

Lewis was sentenced to five years on probation after being convicted of two charges of firearm theft in Freestone County in 2022. In January 2025, he was arrested in Freestone County for sexual assault on a kid and later released on bond. Lewis has been wanted since April 2025, when a Leon County warrant was issued for his arrest on two charges of aggravated sexual abuse of a child. More details about Lewis’ capture can be read here.

Tommie Delamont Kelly, 34, a Texas 10 Most Wanted Sex Offender, was arrested at a car wash in Houston. DPS CID Special Agents, Texas Highway Patrol (THP) Troopers, and the Texas Attorney General’s Office apprehended and detained Kelly.

Kelly was found guilty of aggravated sexual assault of a child in 2011, following an incident involving a 12-year-old girl. He was later sentenced to 11 years in a Texas Department of Criminal Justice prison. Kelly has been wanted since May 2025, when a Harris County warrant was issued for his arrest for failing to comply with sex offender registration rules. Tyler Lee Palmer, 29, a Texas Ten Most Wanted Fugitive, was apprehended in Wichita Falls. Working with investigative information, DPS Special Agents tracked down and detained Palmer at a local motel.

Palmer was found guilty of four counts of aggravated assault resulting in serious bodily injury in 2021 and sentenced to five years probation for each charge. In 2022, he was convicted of possessing a controlled narcotic and sentenced to three years’ probation. Palmer has been wanted in Wichita County since May 2025 for probation violations (initial offenses included aggravated assault causing serious bodily injury (x4) and possession of a prohibited substance). Texas Crime Stoppers, which is funded by the Governor’s Public Safety Office, pays cash prizes to anyone who provides information that leads to the arrest of one of the state’s top ten most wanted fugitives, sex offenders, or criminal illegal immigrants. So far in 2025, DPS and other agencies have apprehended 58 of Texas’s 10 Most Wanted Fugitives, sex offenders, and criminal illegal immigrants, including 23 sex offenders and 13 criminal illegal immigrants, with $41,000 in prizes offered for tips that led to arrests.
