Florida couple arrested in Pennsylvania on multi-state fraud charges

Two Florida residents were arrested in Pennsylvania, officials said, as they await extradition to New Jersey to face charges related to a multi-state credit card fraud scheme.

According to New Jersey law enforcement officials, Olivia Jean Baptiste, 24, of West Park, Florida, and Michael Rampal, 29, of Fort Lauderdale, Florida, were arrested near Harrisburg on Thursday, December 18, 2025, and are expected to face credit card fraud, theft, and conspiracy charges.

The pair is accused of impersonating bank team members on phone conversations and using a cell phone app to disguise their phone numbers so that they appeared to be phoning victims from banks.

Investigators claim that during these calls, the pair asserted that they needed to verify the details of the victims’ compromised bank accounts.

According to investigators, the pair rented vehicles in Florida and drove to New Jersey to carry out the scam.

According to investigators, after they got enough information from the victims, the pair accessed their accounts and transferred monies to gift cards purchased at dollar stores throughout the region.

Police accuse the pair of using fraudulently obtained funds to buy high-end electronics at a Best Buy store in Vineland, New Jersey.

Police suspect they duped individuals out of more than $22,000.

The two were captured on December 18, 2025, after investigators discovered Baptiste and Rampal had rented a vehicle from a shop near Harrisburg, according to officials.

According to authorities, the pair was nabbed following a traffic stop on an unrelated drug accusation.

A search of their vehicle revealed what authorities alleged was a considerable sum of money and 68 gift cards bought using stolen credit card information.

Police said detectives also recovered 11 cell phones and a laptop computer from the rental vehicle.
