Houston Authorities Arrested Two Men Accused Of Repeatedly Raping A Minor

Two men have been arrested in Houston for allegedly repeatedly raping a 12-year-old girl, according to a news release from ICE HSI Houston and the Harris County Sheriff’s Office. Felix Bustillo Diaz, a 49-year-old Honduran, and Jose Gerber-Rivera, a 45-year-old Salvadoran, face serious charges in connection with the case.

Bustillo’s grandniece was reportedly smuggled into the United States by her mother in 2014 and left in Bustillo’s custody. Despite a criminal conviction, Bustillo was granted Temporary Protected Status in 2024, which has since been revoked. The girl managed to flee with the assistance of Brenda Garcia, 38, and Tania Garcia, 37, both of Houston, who reportedly mistreated her further, according to the press release.

Rivera was arrested on November 4 with help from the Montgomery County Constables Office, and Bustillo was transferred to HCSO custody on November 5. “The conduct uncovered in this investigation was both disturbing and inexcusable,” stated Chad Plantz, Special Agent in Charge of HSI Houston. HCSO Sheriff Ed Gonzalez underlined the need to catch violent criminals who prey on vulnerable residents.

Montgomery County Sheriff Wesley Doolittle described the investigation’s details as “deeply disturbing” and vowed to ensure justice. The inquiry is ongoing, and no further information will be shared to preserve the child’s privacy. The public is encouraged to report any suspected exploitation to local law enforcement or HSI.
