A Portland, Oregon, man pleaded guilty to his role in the violent assault of a U.S. Immigration and Customs (ICE) officer in June 2025. Robert Jacob Hoopes pleaded guilty to aggravated assault by a federal employee with a dangerous weapon resulting in bodily injury on Wednesday.
According to court documents, the ICE field office in Portland had been under constant protest for several weeks before the incident with Hoopes on June 14, 2025. According to the criminal complaint filed against Hoopes, protesters and agitators were known to have committed acts of aggression, including violence against ICE employees and damage to personal and government property at the facility.
According to the FBI, the violence against ICE agents involved the throwing of rocks, debris, and bricks from the facility’s driveway. According to court filings, Hoopes was caught on security cameras engaged in identical behavior when he committed the assault at the facility.
Cameras stationed at the facility’s doorway captured photos of Hoopes throwing a rock into the building, striking an ICE Enforcement and Removal officer in the face and causing major facial injuries. Later, Hoopes joined other agitators at the facility in striking the facility’s front door with a metal pole from a damaged stop sign.
In addition to a felony, aggravated assault on a federal officer with a dangerous weapon, Hoopes was charged with depredation of federal property in excess of $1,000 for his role in ramming the facility’s doorway with the metal pole. According to court documents, the estimated cost of repairing the facility door exceeded $7,000.
The FBI reported that face recognition software was used to identify Hoopes from photos taken on the day of the incident. The facial recognition program identified potential matches to online photographs collected from various public sources. One photo most closely resembling the perpetrator, later identified as Hoopes, was linked to Reed College and revealed a similar tattoo on Hoopes’ left arm captured on security footage at the time of the assault.
The FBI contacted Reed College’s Director of Community Safety, who revealed the last known address for Hoopes, who earned a computer science degree from the school in 2023. According to Oregon Live, Reed College dismissed the community safety director for supplying the FBI with the former alumnus’ address and phone number.
A United States District Court Judge expects to sentence Hoopes on May 12, 2026. He faces up to 20 years in jail, a $250,000 fine, and three years of supervised release.
