A fugitive-apprehension team zeroed in on a 63-year-old Chicago man outside a Lansing gym, halting a red GMC and identifying its driver as Felix Stuckey. According to authorities, he was arrested on an arrest warrant charging failure to comply with sex offender registration laws and then freed after an initial court appearance the next day.
According to a Cook County Sheriff’s Office Facebook post, fugitive-apprehension officers collaborated with the United States Marshals Great Lakes Regional Fugitive Task Force to identify Stuckey as allegedly violating the Sex Offender Registration Act and acquired an arrest warrant. Investigators discovered he was a frequent at a Lansing gym, pulled over a red GMC Terrain near that location on April 17, and arrested him.

According to judicial records, Stuckey was convicted of aggravated criminal sexual assault, attempted murder, and aggravated battery in 1987 in a case involving a 14-year-old victim and sentenced to 60 years in prison. According to an Illinois Appellate Court ruling, the victim was bound to a car and dragged during the attack.
According to the sheriff’s tweet, Stuckey was released from Illinois Department of Corrections custody in 2017 and was obliged to register annually, but authorities believe he ceased doing so in 2020. The Sex Offender Registration Act (730 ILCS 150) requires qualified offenders to register in person and update their information once a year, with failures potentially resulting in felony penalties. The City of Chicago’s sex-offender registry includes an item for “STUCKEY FELIX.”
According to authorities, Stuckey was arrested at the scene and processed on the warrant before being ordered freed on April 18 following an initial appearance in the George N. Leighton Criminal Courthouse. According to the Circuit Court of Cook County, the Leighton building at 2600 S. California Ave. is where first appearances and other pretrial matters are handled.
Because the alleged act involves the Sex Offender Registration Act, prosecutors may seek felony charges and an extended registration time under 730 ILCS 150. As the investigation proceeds, the Cook County State’s Attorney’s Office will make any charging decisions. Defendants are deemed innocent until proved guilty in a court of law.
