Former Pennsylvania Officer Sentenced To Prison For Stealing Nearly $1 Million From Fraternal Order Of Police Lodge

A former Pennsylvania detective has been sentenced to prison for stealing nearly $1 million from a Fraternal Order of Police (FOP) lodge, according to the office of Attorney General Dave Sunday.

Joseph Osinski, 56, had previously pleaded guilty to theft by unlawful taking, theft by deception, receiving stolen property, and dealing in the proceeds of illegal conduct after using lodge funds for personal needs.

According to the AG’s office, Osinski was sentenced on Monday to 9 to 18 months in prison, followed by three years of probation, and must pay $967,160 in restitution to FOP Lodge 91.

Osinski, who was the financial secretary of FOP Lodge 91 from 2020 to April 2024, opened bank accounts at a different financial institution in the name of the FOP, but he was the sole owner and authorized user. He then deposited the cheques he received that were made payable to the lodge into the appropriate accounts.

According to AG Sunday, part of the funds Osinski stole were checks meant to contribute to a memorial fund for an officer killed in the course of duty. According to the AG’s Office, instead of depositing the cheques in the memorial fund, Osinski transferred them to bank accounts he set up in the lodge’s name.

“This trusted member of law enforcement betrayed public trust and trust among his peers, for years, by diverting nearly a million dollars in lodge funds for his personal use,” Attorney General Dave Sunday said. “This theft was particularly egregious, as in one instance he stole donations that were to benefit a memorial fund for a fallen officer. The defendant’s repeated betrayal devastated the lodge’s viability and also left an indelible mark on hard-working law enforcement across the Commonwealth.”

Senior Deputy Attorney General Alex Cashman prosecuted the case.
