24-Year-old Oak Grove Man Arrested On Rape And Strangulation Charges After Dating App Meeting

Detectives arrested a 24-year-old man on charges including rape, strangulation, and other crimes.

On Thursday, Jan. 29, detectives from the Clackamas County Sheriff’s Office arrested Jacob Todd Koser of Oak Grove on several offenses, including first-degree rape, strangling, fourth-degree assault, and menacing.

Koser is also charged with providing liquor to a person under the age of 21 or to an intoxicated person, as well as criminal marijuana delivery.

The arrest was made following an investigation that found Koser met the adult female victim on the mobile dating app Tinder.

Investigators believe he may possibly have used the dating app Pure.

Koser is now being held in the Clackamas County Jail, with bail set at $500,000.

Detectives are worried that there may be further victims and they want anybody with information regarding Koser’s illegal conduct or possible victims to call the Sheriff’s Office Tip Line at 503-723-4949 or use their online email form, citing CCSO Case # 26-000978.

Typically, law enforcement is forbidden from sharing mugshots of individuals who have not been convicted of a crime, but the sheriff’s office published Koser’s booking photo to assist in identifying additional criminal conduct because they suspect Koser may have additional victims, in compliance with Oregon House Bill 3273.
