Skimmer Kingpin Apprehended In Maryland 7-Eleven Fraud Scheme That Netted Thousands: Calvert Sheriff

Becam CiuCiu was apprehended following what the Calvert County Sheriff’s Office described as an “extensive, multijurisdictional investigation” into illegal skimming devices placed on store PIN pads around the state.

The investigation began in October 2025, when Calvert County investigators discovered skimming devices linked to point-of-sale PIN pads at several 7-Eleven locations, according to the sheriff’s office.

Skimming devices collect debit and credit card numbers and PINs, allowing suspects to construct counterfeit cards and withdraw cash or purchase products, according to investigators.

Investigators identified CiuCiu as the individual responsible for installing skimming devices at various 7-Eleven outlets throughout multiple Maryland jurisdictions after reviewing surveillance, collaborating with other agencies, and conducting search warrants.

On Thursday, February 5, deputies executed search and arrest warrants at homes in Baltimore City.

Inside, investigators recovered:

  • 15 skimming devices;
  • 71 encoded “cash-out” cards;
  • Equipment used to manufacture skimmers;
  • $21,264 in cash.

CiuCiu was brought to the Calvert County Detention Center and charged with two counts of skimming device possession and two charges of ID fraud with the intent to manufacture or distribute.

The investigation continues. Additional charges and arrests are possible, according to the sheriff’s office.

Anyone who suspects they have been a victim of debit or credit card fraud should contact their banking institution immediately and report any suspicious behavior to local law officials.
