Off-duty police officer apprehended by another agency in Winona

A former Winona Police Department officer is on the opposing side of the law.

On Friday, June 27, at approximately 3:00 a.m., the Winona Police Department learned that one of its off-duty officers had been arrested by another law enforcement agency.
