3 Hondurans In Oregon Illegally Detained For Trafficking Fentanyl In Portland

Three Honduran nationals who were illegally in the United States and living in Oregon made their first appearances in federal court on August 25th after being detained and charged with fentanyl trafficking in downtown Portland earlier that month. Investigators claim the suspected drug deals took place on August 21st, National Fentanyl Prevention and Awareness Day.

Antoni Yahir Pavon-Rosales, 18; Cristian Ravolales, 27; and Kevin Concepcion Ramos-Espinoza, 34, have been charged with possession with the purpose to distribute fentanyl.

According to court records, on August 21, 2025, investigators from the Federal Bureau of Investigation, the Portland Police Bureau’s Central Neighborhood Response Team, the Bike Squad, the Narcotics and Organized Crime Unit, the Clackamas County Interagency Task Force, and the United States Attorney’s Office carried out a fentanyl enforcement mission in downtown Portland. Investigators said they saw Pavon-Rosales attempting to sell fentanyl and arrested him, seizing 22.5 grams of fentanyl and $795. The same evening, investigators saw Ravolales engaging in drug trafficking and detained him, seizing 45.9 grams of fentanyl and $579. Investigators also claim they apprehended Ramos-Espinoza for various instances of drug trafficking, seizing 14.7 grams of fentanyl and $2,461. Ramos-Espinoza is facing two pending delivery of prohibited substances cases in Multnomah County Circuit Court.

Today, all three defendants made their initial appearances in federal court before a United States Magistrate Judge. All three offenders were ordered held until additional legal proceedings. Arraignments are scheduled for September 24, 2025.

There is no news on what, if any, consequences the three men will face for their immigration status.
