Driver Charged After Striking Three Year Old And Fleeing Minneapolis Crash

A woman has been charged with felony criminal vehicular operation after allegedly hitting a three-year-old girl in a Minneapolis alley and fleeing the scene.

According to the criminal complaint, police and rescue teams were dispatched to the 900 block of Lowry Avenue NE at about 6:02 p.m. on October 13 to investigate a reported injury crash behind a residence.

When responders arrived, they discovered a three-year-old kid bleeding from her face. The child’s sibling told investigators that the two were playing in the backyard. The boy was riding his bike, and his sister was playing near the driveway when a car drove into the alley and driveway. According to court documents, he claimed to have heard his sister cry and then discovered her pinned beneath the front of the vehicle.

The driver was identified as Dollara Muktar Mohamed, 32. According to the complaint, Mohamed and two others momentarily exited the vehicle before Mohamed returned and drove away without asking for aid.

The child was taken via ambulance to Hennepin County Medical Center and admitted to the pediatric intensive care unit. Medical documents show she had serious facial abrasions, a skull fracture, a brain bleed, and a traumatic brain injury.

Investigators collected surveillance footage from surrounding locations. At 5:50 p.m., a brown Kia Sorrento drove into the alley and approached the child’s garage before leaving two minutes later, according to video from a nearby business. A neighbor’s garage camera captured the identical vehicle heading toward the garage, followed by the sounds of screaming and weeping. The Kia Sorrento was then spotted backing up and exiting the alley.

Additional video footage from Monroe Street NE and Lowry Avenue NE shows the same brown Kia Sorrento turning into a convenience store parking lot shortly after leaving the alley. Three young women exited the car. At 6:02 p.m., the driver was seen standing outside the store, watching an ambulance move toward the crash site. After about a minute, the driver drove away in the Kia Sorrento, leaving the two passengers behind.

In the days following the crash, an investigator went to the registered owner’s location and discovered the brown Kia Sorrento parked in an apartment building. The investigator noticed damage to the front driver’s side valance. As the vehicle was detained as evidence, family members informed police that Mohamed had driven the Kia Sorrento on October 13. The registered owner also certified that the vehicle was insured.

When an investigator later spoke with Mohamed over the phone, she admitted to driving the Kia Sorrento that day but denied striking anything. According to the lawsuit, when presented with evidence that a three-year-old child had been run over, Mohamed denied the child’s age and blamed supervision concerns. In a recorded statement to the insurance company, Mohamed stated she hit a large rock in the alley, stepped out to inspect her vehicle, and then noticed a young child on the ground. She acknowledged leaving the area and dumping off her passengers at a gas station.

On December 9, Mohamed was charged with criminal vehicular operation resulting in grave bodily damage, and a warrant was issued to arrest her. She faces an additional felony charge of failing to stop after an accident that resulted in injury. The top offense carries a possible sentence of five years in jail, while the second charge carries a maximum of two years.

According to booking records, Mohamed was arrested by the Hennepin County Sheriff’s Office on December 12 and is currently in detention. The bail has been set at $75,000 without restrictions. Her initial court appearance was scheduled for today in Hennepin County District Court.

According to court records, Mohamed has past convictions for a gross misdemeanor theft-related violation in Dakota County in 2025, a misdemeanor DWI in Ramsey County in 2024, and a petty misdemeanor conviction for driving after revocation in Washington County in 2023.
