Man accused of leaving dog in locked car, resisting detain in Scottsdale

A man is facing many charges after allegedly leaving his dog in a locked car outside a Scottsdale apartment complex before becoming combative with officers and hospital staff over the weekend.

Scottsdale police said Refael Eliav was apprehended late Saturday night along Scottsdale Road and Palm Lane, just north of McDowell Road.

Investigators say they were summoned to an apartment complex in the neighborhood at 9 p.m. after a dog was discovered abandoned in a locked vehicle. Police said they arrived to discover Eliav refusing to identify himself, despite being told he was being detained.

Eliav allegedly “actively resisted,” according to authorities. After some time, officers were reportedly compelled to deploy a stun gun on him before handcuffing him. He was brought to a hospital. When he arrived, authorities said that he threatened both medical personnel and cops.

Detectives said the dog was eventually removed from the car and handed over to someone Eliav knew, but police did not provide any information about the canine’s condition.

Eliav was then jailed and cited by the Scottsdale Police Department on five charges of animal cruelty, resisting arrest, and failing to provide his accurate name. He was then brought into Maricopa County Jail on two felony aggravated assault counts.
