Fourteen members of a drug and gun trafficking organization were arrested on Wednesday after multi-agency law enforcement officials raided 17 locations, including Oregon.

The investigation focused on a defendant who allegedly paid kickbacks to an Oregon pharmacist in exchange for filling false prescriptions for oxycodone and other opioids.

California Teens Charged After Alleged $66M Crypto Robbery Attempt in Arizona

Isaac Briones (24), of Sunnyside, Washington, was arrested in Davenport in June 2025 while attempting to obtain a false prescription.

Oregon, Washington, and California apprehended the 14 members of the drug and gun trafficking organization associated with the Black Gangster Disciples street gang.

Kevin Salgado (27), a Washington resident, is accused of leading the distribution of methamphetamine, fentanyl, cocaine, and counterfeit oxycodone and Xanax tablets.

Three Deaths by Drug Overdose are Linked to Salgado

According to First Assistant U.S. Attorney Neil Floyd, the ringleader, Kevin Salgado, reportedly exploited the mailing system to distribute the pills he created throughout the country. Salgado has been linked to three deaths from drug overdoses.

According to the US Attorney’s Office for the Western District of Washington, some members of the organization conspired to possess weapons for use in narcotics trafficking activities.

Other defendants allegedly engaged in various illicit activities, including crushing narcotic tablets for distribution and trafficking firearms and switches to convert them into machine guns.

Drug and Firearms Seized by Investigators

To date, investigators have seized:

  • 38 firearms and nine machine gun conversion devices
  • Seven kilograms of counterfeit oxycodone pills
  • Four kilograms of methamphetamine (355.3 grams)
  • Two kilograms of Phenazepam
  • 924 grams of fentanyl powder
  • 887.9 grams of fentanyl pills
  • 557.6 grams of cocaine, and
  • 268.8 grams of Xanax pills.

Defendants Rerouted Shipments of Controlled Substances

Some of the accused hacked drug distribution firms and diverted controlled narcotic shipments to sell them on the street.

Twelve of the 14 individuals arrested on Wednesday are from Washington, one from California, and the other from Oregon. Edgar Adrian Hernandez (26) of Yamhill.

The case is being prosecuted by Assistant United States Attorneys Elyne Vaught and Michael Harder.
