3 People Charged With Stealing From Elderly Cincinnati Woman After Targeting Her At Church

Three people from East Price Hill are behind bars and accused of stealing over $100,000 from an 87-year-old woman after befriending her at church and seizing control of her finances, according to Hamilton County Prosecutor Connie Pillich.

Pillich claimed the defendants drained the woman’s bank account and abandoned her to live in squalor. The suspects were identified as Thomas Dukes (74), Fray Chaney (23), and Jennifer Smith (46).

All three have been charged with theft from a person in a protected class, identity fraud against a person in a protected class, and telecommunications fraud. Smith also faces another theft charge.

Pillich stated that the defendants obtained power of attorney and withdrew $70,000 from the victim’s bank account. According to investigators, Dukes and Chaney claimed to be the victim before purchasing a $52,000 Tesla online. Smith is suspected of stealing the victim’s Cadillac separately.

Pillich stated that the alleged exploitation came to light when a neighbor spotted difficulties at the home and called the victim’s relative. According to Pillich, the family member went to the home but was turned away by Dukes. The relative then called police, who arrived at the victim’s home.

“The victim had been neglected, had bed bug bites, was not getting her medical appointments, and really had no idea that she was being financially abused,” Pillich said.

Pillich reported that bank employees voiced their concerns upon observing significant withdrawals from the victim’s account. Employees were reportedly concerned about the victim’s condition when she arrived at the branch and reported their concerns to Hamilton County Adult Protective Services, prompting the agency and police to conduct a welfare check.

Officials reported that the sufferer is now receiving proper care.

Anyone who suspects abuse or neglect can contact Adult Protective Services at (513)-421-5433. You can notify the Elder Justice Unit at (513) 946-7226 if you suspect someone of financial exploitation.
