A former city manager in Florida has been taken into custody for embezzlement.
The Florida Department of Law Enforcement arrested former Quincy City Manager Robert Nixon, of Quincy near Tallahassee, on one count of organized plot to defraud, one count of grand theft, four counts of official misconduct, four counts of forgery, and four counts of uttering forged instruments.

The City of Quincy employed Nixon from October 2018 to June 2025. He was the city manager from June 2022 to June 2025, as well as the manager of the Quincy Community Redevelopment Agency (CRA) from October 2018 to December 2024.
In September 2024, investigators from the FDLE’s Office of Executive Investigations and the Second Judicial Circuit State Attorney’s Office launched a combined investigation after receiving an allegation that Nixon, then the city manager, was embezzling money from the Quincy CRA.
While serving as CRA manager, Nixon fraudulently diverted CRA monies for his personal benefit.
According to criminal police, Nixon cheated the Quincy CRA out of $32,700.
Investigators also discovered that Nixon fabricated an invoice and produced a fictitious official record in relation to the embezzled money, which was used to repair a home he rented for his personal business. Additional embezzled cash was spent on a humidor and cigars for his cigar lounge.
Nixon was arrested this month and taken to Gadsden County Jail. The Office of the State Attorney for the Second Judicial Circuit is prosecuting the North Florida case.
The investigation is ongoing, and additional charges may be pending, according to law authorities.
