Arrests Follow Ongoing Investigation

The investigation began in September 2025, when the MSP Child Recovery Unit, in collaboration with the Baltimore County Police Department Vice/Narcotics Unit and the FBI, discovered an advertisement on the internet for sexual actions involving a young female.

  • September 2025: Investigators successfully located and rescued the female from a hotel in Towson, Maryland. She was ultimately identified as a critically missing juvenile.
  • November 4, 2025: MSP and the U.S. Marshals Service located and arrested Deion Philip at a residence in Hanover, Pennsylvania, without incident. During the arrest, police discovered and recovered a second missing juvenile female, who is also believed to be a victim of sex trafficking.
  • November 6, 2025: Investigators tracked Antoine Miles to an airport in Minneapolis, Minnesota, where he was taken into police custody without incident.

Philip is currently being held in the Baltimore County Detention Center without bond. Miles is awaiting extradition from Minnesota to Maryland.

Appeal for Additional Victims

Maryland State Police suspect Philip and Miles may have trafficked additional women.

The ongoing inquiry is aimed at discovering any further possible victims. The Maryland State Police ask anyone with information or additional victims to call investigators at 410-694-4700. All calls may be kept confidential.
