3 apprehended in COVID fraud scheme as part of ‘Operation Payback’

State Auditor Shad White’s office has arrested three South Mississippians in connection with an unemployment fraud investigation that began during the peak of the COVID-19 outbreak.

According to the auditor’s office investigators, Blair, Chadwick, and Shinka Stubbs submitted fraudulent unemployment claims to the Mississippi Department of Employment Security using the identities of 13 different inmates who were incarcerated with Blair and Chadwick at the time.

The trio has been processed for these crimes at the Harrison County Jail, where Chadwick and Blair are currently detained.

If convicted, all three could face up to 45 years in prison and a $36,000 fine.
